Delta Xi Epsilon Philippines, Inc. was founded on March 20, 2026, at the
Cotabato Foundation College of Science and Technology, Doroluman, Arakan, North
Cotabato, with SEC Registration No. 2026040246555-28 nestled in a serene and
mountainous landscape where rolling hills meet lush, verdant forests and the
air carries the quiet strength of nature’s solitude. In this remote yet
inspiring terrain of North Cotabato, where access is often defined by distance
and perseverance, indigent yet articulate students from humble families
continue to rise above hardship. With unwavering determination, they traverse
long paths, endure daily challenges, and embrace education as their most
powerful instrument of liberation. In these highlands of aspiration, poverty
does not diminish intellect, and limitation does not restrain ambition; rather,
it shapes resilience, forging scholars who dream not only for personal
advancement but for the upliftment of their families and communities.
From these noble beginnings, the fraternity has steadily
expanded its reach, with its membership now spanning across Mindanao, from the
University of Southern Mindanao, Central Mindanao Colleges, Makilala Institute
of Science and Technology, Ateneo de Davao University, extending throughout the
CARAGA Region and the Zamboanga Peninsula, and further reaching into the
Visayas, including the Central Philippine State University. Its influence
continues to grow northward toward the Bicol University, Philippine Christian
University, Philippine National Police Academy and the University of the
Philippines and across Luzon, embodying a unified brotherhood and sisterhood
bound by shared ideals, intellectual pursuit, and an unwavering commitment to
national development.
The fraternity was established by its founding father, Franco
Alexander P. Martin, a visionary legal scholar, Doctor of Philosophy, writer,
and educator, whose life journey exemplifies resilience, discipline, and the
relentless pursuit of knowledge.
Guided by an unwavering conviction that education is the
highest and most transformative form of empowerment, he envisioned a
brotherhood firmly anchored in academic excellence, lifelong learning, and the
relentless pursuit of personal and professional growth. He maintained that
every member must strive not only for scholastic distinction but also for
advanced studies, meaningful research, and the cultivation of intellect far
beyond the walls of formal instruction.
With clarity of vision and institutional foresight, he
personally authored the Constitution and By-Laws, the Guiding Principles, and
the Internal Manual of Delta Xi Epsilon, establishing a solid and enduring
foundation for governance, discipline, and organizational integrity. These
foundational documents were meticulously crafted under the guiding philosophy
of the fraternity, “Disciplined in character, enlightened by knowledge,
destined for excellence”, ensuring that every structure, policy, and
practice reflects the core ideals of discipline, knowledge, and excellence.
With uncompromising resolve, he denounced all forms of
hazing, bullying, abuse, and coercion, affirming that true brotherhood is built
exclusively upon respect, dignity, moral integrity, and mentorship. He
categorically declared that loyalty can never be achieved through harsh
initiation, paddling, mental torture, degradation, or any form of inhumane, intimidating,
or cruel practices. Rather, he emphasized that every member must be nurtured,
guided, respected, and genuinely cared for, as a brotherhood founded on fear is
inherently weak, but one built on dignity is enduring.
He further proclaimed that the fraternity shall always uphold
the principle that it is a battle of the mind, not a battle of the paddle,
where intellectual growth, critical thinking, and character formation define
the true measure of a member. He asserted that every member is inherently
entitled to respect, and that loyalty, honor, and devotion within the
fraternity can never, under any circumstance, be measured, earned, or enforced
through fear, intimidation, psychological duress, or physical harm. Acts that
compromise the well-being, safety, or rights of a member are incompatible with
the very essence of this brotherhood and shall be unequivocally prohibited.
He asserted that authentic leadership is defined by
accountability, compassion, and an unwavering commitment to uplift, guide, and
protect fellow members. True strength, he insisted, lies not in domination or
fear, but in the ability to inspire, safeguard, and empower others.
Accordingly, this fraternity stands unshakably upon the
enduring pillars of academic excellence, continuous education, ethical conduct,
and principled brotherhood, dedicated to cultivating, safeguarding, and
empowering every member toward purposeful, honorable, and morally and legally
defensible living.
He was joined by his esteemed colleagues from the academe;
individuals of distinguished intellectual pedigree, bound by a shared
commitment to the pursuit of academic excellence, the advancement of knowledge,
and the uncompromising protection of student welfare. In concert with them
stood eminent figures in the legal profession, true luminaries in the field of
law as well as distinguished practitioners in journalism, engineering, law
enforcement, and other allied disciplines. Collectively, they constitute the
enduring pillars of Delta Xi Epsilon (DXE), steadfastly guiding the fraternity
with prudence, integrity, and an unwavering, principled commitment to
excellence, discipline, and the rule of law.
